Our History

Our History:

The Roosevelt Lake Ranch Water System is located in the unincorporated town and community of Lincoln, in  Lincoln County, Washington. We are located on the South shore of Lake Roosevelt approximately 37 miles upstream from the Grand Coulee Dam.  


We have two wells that service our community. One well at the depth of 281 feet, which pumps approximately 630 gallons per minute. The second well is at a depth of 319 feet, which pumps approximately 550 gallons per minute. We have been designated as a well field and our well source number is S03. 


The older parts of our system were installed by Crown Zellerbach Inc., in conjunction with their sawmill operation.  The system was purchased, expanded and operated by Lake Ranch Associates from 1984 - 1992. In 1992 the Roosevelt Lake Ranch Water System, a non-profit entity, was created. The members of the Board of Directors were elected in 1993 and all of the water system records were transferred to the non-profit on July 1, 1993. The Directors of the Corporation are domestic water users of the system.  In January of 1994 the Washington Department of Health reclassified the system from a Group B system to a Group A system. 


Our water system is currently approved for 421 water hook-ups.

Current Water Rates effective June 1, 2023

Full-Time Water Users Based on Bi-Monthly Billing:

  • $110.00 Base Rate for 2 months, up to 120,000 gallons.
  • $10.00 Capital Improvement Fund for two months.
  • $120.00 = Minimum payment for two months.

Additional Usage Rates:

  • 120,001 - 200,000 gallons at $0.70 per 1,000 gallons.
  • 200,001 - 300,000 gallons at $1.20 per 1,000 gallons.
  • 300,001 - 400,000 gallons at $1.70 per 1,000 gallons.
  • 400,001 gallons & above at $2.40 per 1,000 gallons.

Non-Water User Rates:

  • $54.00 Base Rate for two months.
  • $10.00 Capital Improvement Fund for two months.
  • $64.00 = Total payment for two months.

Disconnection Fee:

  • $100.00

Reconnection Fee:

  • $100.00

Late Fee:

  • $25.00 if the current billing cycle is not paid within 30 days. 

Delinquent Account Fees:

          * IF AN ACCOUNT IS PAST DUE FOR MORE THAN 90 DAYS

            RLRWS WILL BEGIN THE LIEN FILING PROCESS

            IF A LIEN IS FILED ON YOUR PROPERTY IT WILL INCUR 

            ADDITIONAL FEES IN EXCESS OF $1,000

Water System Joining Fees effective June 1, 2023


When purchasing a property from a Private Owner within the Development:

  • $250.00 Water District administrative fee paid for by the buyer, due at closing. 

Additional Fees effective June 1, 2023


CONTRACTOR WATER SALES

  • $10.00 per 1,000 gallons  - Bulk water pumped from system fees.


Accounts that remain unpaid for 90 days will be assessed the following fees:


LIEN FILING ASSESSMENT FEES - If a lien is filed for unpaid Water Fees, the following will apply:

  • $100.00 - RLRWS Lien Filing Fee
  • $100.00 - RLRWS Lien Release Fee
  • $100.00 - RLRWS Disconnection Fee
  • $100.00 - RLRWS Reconnection Fee

In addition you will be charged the current Lincoln County Lien Filing Fees:

  • $304.50 - Lincoln County Lien Recording Fee + $1.00 per page
  • $304.50 - Lincoln County Lien Release Fee + $1.00 per page


A LIEN WILL NOT BE RELEASED UNTIL ALL FEES ARE PAID IN FULL

Roosevelt Lake Ranch Water System: The Details

The Details:

The Department of Ecology has approved our system for 839 annual acre feet of water per year.  Our groundwater certificate number is G3-24659C and is current through June 1st, 2022. 

Our water is treated with chlorine at the rate of one part per million, in accordance with Health Department directives.  The reason for this treatment is to control any possible bacteria in the water system.  Chlorine is the only additive in our system. 

  • Please note that if your water has not been in use for extended periods of time, be sure to let it run for a few minutes to remove water that has been stagnant in your line. 

The Health Department has rated our well with low susceptibility to contamination due to the depth of our wells, as well as the fact that our water quality results to date, indicate no impacts from surface activities. 


We have two holding tanks for a total of 205,350 gallons of equalizing storage, additive standby storage and fire protection storage.  The two reservoirs have individual volumes of 108,200 gallons and 138,900 gallons for a total of 247,100 gallons, leaving 41,750 gallons available for operating storage and dead storage above the overflow and below the distribution system intake pipe. Our system pumps water up to the reservoirs and then gravity feeds back to our customers. 


In 2016 we purchased a back-up generator to operate both of our pumps should we have an extended power outage.  The generator is a used 275KW Kohler Diesel Generator with a 400 gallon diesel tank, 3 phase, 60hz, 1800 rpm with 735 hours on it.
